Since the turn of the millennium, artificial intelligence (AI) has become an integral part of our daily lives. With technological advances, machines now simulate and interact with humans, performing complex human --function--s with remarkable precision and speed. The evolution of AI has gone far beyond basic computational processes, penetrating all aspects of life.
This rapid development opens new horizons but raises questions about its role in shaping legislation. In Iraq, where laws are formulated through multiple stages before being approved and implemented, the primary goal of any legislation is to meet societal needs. One pressing need today is addressing the scourge of drugs, which has severely impacted Iraqi society, especially the youth, who constitute around 60% of the population.
Despite enacting Law No. 50 of 2017 on drugs and psychoactive substances, which emphasized enhancing state mechanisms to combat illegal drug trade and abuse, the law has failed to curb the growing problem. Over the past two decades, Iraq has transitioned from being a transit country for drugs to a consumer market.
Proposed Amendments to Iraq’s Drug Law
In response, Iraq’s Parliament is working to amend this legislation, proposing stricter penalties, including capital punishment for major drug traffickers, increased budget allocations for rehabilitation centers, and harsher punishments for drug promoters. However, these measures alone might not suffice to combat the escalating drug crisis.

AI offers an innovative solution by enabling dialogue with stakeholders affected by the law, gathering their input, and assessing potential impacts before laws are finalized. This approach ensures that legislation is effectively tailored to address the needs of target groups.
